BG Queues Still Busted

I guess the reason this is so confusing is that a system is in place that prohibits a group of less than four from entering a random dungeon run.
Over the last week, I have been part of a team of just two (versus two teams of four), and about 75% of the time I am part of just a team of three (again against 2 teams of four).
I thought this was going to be fixed.
Honestly, there is ZERO difference in the way BG's work now than before the so-called-this-will-fix-it-patch.
I guess we should be grateful the penalty time is still just five minutes.
It would be nice to see this fixed, but I think it is a low priority thing, and they are going to ignore it entirely.
