If you are only going to get the Skyshards, and you don't want to PvP, then I would use something that boosts sneak speed or lowers detection.

    - Vesture of Darloc Brae - Not crafted, but very easy set to get (it drops in Elsweyr), but you can buy it cheaply of guild traders.
    - Shadow Dancer's Raiment - Base game set (drops in Greenshade), but also you can buy it cheaply of guild traders.
    - Night's Silence - Craftable (Glenumbra, Auridon, Stonefalls).

The last 2 sets you can chose, depending if you are magicka or stamina. If you combine Vesture of Darloc Brae with one of those sets, you can sneak quite fast infinitely with no penalty. Also, you can use Swift jewellery trait (craft or transmute) to boost your speed even more - so you could literally move with sprint speed while in stealth.

I am looking for crafted armour to go in to Cyro to get the Shyshards.
    Can anyone help me?

I am wondering what the OP wants to achieve here?

Is it just to collect a few skyshards? Or Tamriel Skyshard Hunter?

I had not completed Tamriel Skyshard Hunter on my crafter so last week he went to Cyrodill to finish the final achievement. Although others have suggested stealth as an option - I feel perseverance and luck is better. I did this on my Grand Master Crafter, and although he can craft any gear I did not bother, just basic sets (my other alts have the best) and even no Impenetrable trait or monster set.

    1. Riding speed maximum helps. There's alot of riding.
    2. Many skyshards are in delves. So some combat is required - although not hard - maybe the OPs' pet build will help here. You might as well get the delve achievement. Also log on at quiet times and pick a quiet campaign.
    3. Some overland skyshards in Cyrodiil are in the open but the tower ones and werewolf one (Lunar Fang Docks) again need some combat.
    4. It's a PvP zone - you might die! Be prepared to fight or flee. If you die to another player try again or try another delve. Keep Recall Stones might help.
    5. Four skyshards are in your opposing alliances home bases. Here you need some luck - hopefully your alliance is or has just collected the scroll there - so the gates are open. If not just try another time.
    6. Although not required for the achievement, the Mountain Skyshard is worth getting. I always forget where the two entrances are, and that giant has keen eyes if you try to stealth.

Hope this helps and have fun out there.

You dont need any special sets to do that. Going after skyshards doesnt take long, especially when you can just look online where they all are.

I am a Sorcerer. The reason for crafted is that I do not want to take the time to search for armour drops.

I just thought that crafter amour would be easier to give the stats that I want. Like better amour bonus, maybe more health points.

If you consider purchased equipment to be acceptable (available in guild stores and not too expensive), then you can go with something like Alessian Order (bought) + Orgnum's Scales (crafted), both 5 pieces.
Normally this build would use Troll King as the 2pc monster set, but you can replace it with any 2pcs of a craftable set that gives + health recovery. Or you can use another defensive monster set, it you have one.

When played correctly, this is very tanky and works quite well on a Sorc. A single enemy player will never be able to burst you down unless you make serious mistakes.
But you won't be able to kill them either, so you can only hope that they get eventually bored/frustrated and give up trying. Get ready for hate whispers.

5x Orgnum's, 4x Vampire's Kiss, 3x Endurance is probably a cheaper alternative to the above suggestion

Another good time to remind anybody reading that it is odd that 3x Endurance + 2x Vampire's Kiss is stronger than 5x Beekeeper
