Should they be increased to 3 % so they are consistent with fighter's guild passives?

I think yes.

They're already slotted for the passives, and give Magicka recovery in addition, unlike the Fighter's Guild passives which don't give any recovery

A rework to the Empower passive would nice, since getting Empower once or twice a rotation isn't that helpful
