So are the alleged performance fixes real? Have we seen any positive results at all from the performance fixes outside of PvE?

You should see PC eu. It is by far worse - skill delay is common and is around 2-5 seconds, channel skills lock mid animation and bar swapping has become a myth nowadays.

that isn't that much worse than PC NA right now
I've become convinced that they aren't really addressing PvP performance issues. Rather, they are divesting in server capacity and focusing on bringing in money from new PvE players. They did the math, and PvP doesn't put money in their banks, so they don't care.

I've become convinced that they aren't really addressing PvP performance issues. Rather, they are divesting in server capacity and focusing on bringing in money from new PvE players. They did the math, and PvP doesn't put money in their banks, so they don't care.
As much as it pains me to say this, it really does feel like the pvp community is ignored way too often. Look at the changes to light attacks and heavy attacks - within 2 weeks of people moaning, they were put on the back burner. This also happened with shield changes and iceheart changes - pve players moan and changes are made it seems whereas pvp players seem like the forgotten cousin.

Cyrodiil has unplayable lag all day long in all time zones.
I can't even be bothered to go there these days.

The PvP players have already put about as much money into the game as they are going to. They had to in order to get to end game PvP. So ZOS can't get much more money out of them. Hence, they are not making the investments into server capacity that they need to make PvP work. They are focusing on revenue from new PvE players.
It's too bad because ESO PvP was the best I've ever played, but no more. Unless they change their focus, those of us that PvP are going to have to find another game.
