Why can't I gift certain items that I also previously bought for myself?

I'm an ESO+ member and have subscribed since the begging of the game and was a Beta tester. There are some items in the Crown store that you can only buy once, like mounts and the Adept Starter Pack. My daughter-in-law started playing the game and I wanted to gift her the Adept Starter Pack because it includes a mount, potions, experience Scrolls, costumes, etc.. But the Crown store has it greyed out to me and won't let me purchase it for a gift probably because I bought it for myself a few years ago. Why can't I gift it? Why can't the Crown store just grey out the "Purchase for self " option but still allow me to select the "buy for a gift" option? You are missing out on an opportunity to sell more items.
