if someone has changed their psn name after I've blocked them, can they show up in game

title explains it all. I was just in game, in daggerfall bank and someone I'd blocked a while back just showed up and invited me to a duel, I didnt realise who it was. they linked 2 guilds, and I instantly figured out that It was someone I'd blocked on psn for harrasing me, and insulting me constantly. I blocked them back before psn name change was a thing, and they've now changed their psn. they showed up as blocked, but yet they still where able to interact with my character. I've reblocked them, and hoping they wont be able to do that again
