Question about Vsync/Fps

I really appreciate the info on my previous post explaining that my fps is stuck at 60 because my monitor is vsync locked at 60. I was just wondering though, why do I still get FPS drops. I would think that since my hardware(minus the monitor) is capable of producing much higher fps. That was my main concern, because on my second computer that gets higher FPS, I still get FPS drops, but they aren't as bad when i'm going from 100fps to 60fps, but going from 60fps to 30 fps(sometimes lower) is much worse. I would have just thought in theory that even locked at 60fps because of the hardware capapbilites I would at least consistantly get the 60fps. Or is this just more server side issues and regardless of my hardware i'm going to get FPS drops?

Everyone gets those regardless of hardware.
The issue is with the game engine and code, some of the reasons are actually explained (or better to say acknowledged by devs) here:

Nothing to be philosophical actually, it is all in the article.

V-sync simply tells your GPU to output at the same frequency as your display's vertical refresh rate. This prevents screen tearing artifacts that can be seen when the display and the GPU aren't operating at the same frequency. If your GPU doesn't have the next frame ready to display on the next refresh, you miss that frame. So v-sync can tell your GPU not to process any frames beyond 60fps (since they're not needed), but it can't compensate if you can't maintain a stable 60fps.
