i can't travel to MoL

when i open map and zoom out "Tamriel"
i can't see MoL icon show on map
when i open map and zoom in "Reaper's March"
i can't click MoL icon to pop up travel window
i have 16 characters , only one character have this trouble
and i had try close all addon and reinstall ESO
it's still not work !
so ... anyone have any idea ?
maybe some quest ? story progress ? stop me to use travel ??
