Purchasing Crowns from steam?

Hi everyone!
I just wondered if anyone has ever bought crowns from steam before? How exactly does that work?
I pre-ordered ESO many years ago (back in 2014 I think) and therefore I didn't purchase it through steam - will I then still be able to purchase crowns/DLC's through steam?
The reason why I'm asking is that I have a lot of funds in my steam wallet (just sold my csgo skins) and I can't withdraw them to spend on crowns directly.
Do you think this would be possible?
And if I have to own the game through steam, do you think it would be possible to purchase the entire game on steam, and then be able to buy crowns/DLC's?

✭✭this one was part of beta originally, but then linked account to steam in some manner that has now been forgotten. perhaps that would be an option?
