Since it’s a Chapter PTS cycle, it’s possible it could be invite only ... for only players that have done prior PTS testing.

That’s what ZOS did last year.

I will guess that it will be like last year. Prior testers get first access, and there could be another NDA for the main quest.

Prob the 13th since 5 weeks of pts has been the trend.

PTS was available on April 15, 2019 (last year). So, I would imagine it will be up on April 13, this year but it will be on Easter Monday. We'll see "soon™" enough.
