Unsurprisingly, it appears to have created massive structural problems and bottlenecks in a server architecture which wasn't designed to handle it, neither on the hardware or software side, and the performance tanked as a result.
I'm surprised, even impressed, that they pulled it off at all, but it was a massive retrofit, and the game performance never recovered.

ZOS initial style was to offload as many calculations onto the client/player side of things to free up server side and how much was dedicated to handling ESO.
People used programs such as CE, for years, to alter such numbers and massive cheating went on back then. Reference Zazeer the hero exposing it after ZOS denied it for so long.
ZOS moved much client side as it was safer. They left the API wide open as why make addons for your game, just let the players pay you to make them for you. Flawed and many people abused the API, most namely Miatts.
They also left values, that were still open, that i seen, months ago, which was ULT regen to be exploited by such programs as CE.
Many good employees left ZOS, namely the boy who was working on Dungeon finder among others.
ESO could never be competitive because of the cheating and exploiting that has/is plaguing this game. It is a solid PvE game, massive content and art/design deserves respect.
Seems to my experience over 6 years ish is now ZOS are moving away from really supporting ESO, doing less positive impacts and more and more negative impacts, ignoring server stability to reskin mounts, focusing on blatantly sleazy micro transactions and pushing Event merchant tickets, adding new content to a crumbling and diseased foundation. My take anyway.
