Simple. Because ZOS is trying to reinforce the idea that ice is not a damage element in ESO.
It's a trial healers set, of course it is going to perform a healing or buff/debuff function. They usually do this for trial sets, a mag/stam dps, and a tank and healer set.
Overland sets are designed for overland players. The newer ones are usually not meant to be relevant in harder content and just promote something "fun". This falls into that category.
Even if it dealt damage, it would likely be so insignificant that I doubt it'd be considered on a higher tier.

I am aware of that, however as this is a frost damage proc set, this would have been really great to use on people starting a frost mage damage dealing character. frost damage sets are still so few in number when compared to aoe healing proc sets.

But it isn't a frost damage proc set... It just has the word frost in the tooltip but it says it procs on any abilities that leave effects on the ground. Nothing to do with casting frost abilities.
