How long has this been happening and on what server?

I can confirm this for the EU server.
I noticed the problem with the frequent loading screens in the Dragonclaw area months ago. From the south, the area begins approximately at Bruma to the north in Dragonclaw and to the east until winters ... outpost . In my case they are very short loading screens, often several in short succession.
In the other areas of the map these are also present, but not so many like in the North of the Cyrodiil-Map.
