BUG? Unable to swap without paying AP at end of campaigns

This has been happening the last 2 end of campaigns.
I was under the impression, when your campaign ends, you are able to swap for free.
This character is presently in Gary Host, which ended some few hours ago.
I want to put her in Blackreach, which also just ended some few hours ago.
The toon has not stepped foot back into Gray Host. This is the first time logging into her since the end of campaigns.
I am being required to pay.
Why? Is this a bug?
I tried reporting it to CS Help the first time, but had no luck. (For any ZOS member, it was Incident: 200219-001101).
