Using command prompt type ipconfig /flushdns hit enter and see if it helps/fixes Eso responsiveness.

Well been busy trying to figure out proper port forwarding but after a while I figured it out I think however. I noticed something game was still not very responsive but then I did something else.

This steam article is very useful, As it has this information in the spoilers thanks to the poster that did help a lot.
However this information also had one other thing along with it. This information came from the customer support according to him here in 2015.
"Thanks for getting back to us!

I took at look at the report, and it looks like your computer is either getting disconnected from the internet completely, or that something is blocking the game.

Your Game Consultant shows me no internet connectivity to the game's servers at the time it was generated, which makes me surprised that you have been able to connect at all!

Would it be possible to check your internet connection when this happens?

If it's not all internet, then it comes to something blocking access, and I do have a list of steps which should help with that!
Step 1: Make an exception/whitelist inside the anti-virus software to allow either the Elder Scrolls Online: Tamriel Unlimited folder or the specific files of ESO.exe and the Bethesda.net_Launcher.exe.
Step 2: Forward ports in the router to make sure it isn't blocking anything we are trying to send out.
To do this, players will need to access a setup utility for their router. Try opening a web browser and typing "192.168.1.1" into the address bar. If that does not work, players will need to find out what their router's IP address is. To do this, follow the directions below:
For a PC:

Press Windows key + R.
Type cmd as a command, and press OK or Enter to access the command line.
Type ipconfig to get the information.

For a Mac:

Click on SystemPreferences from the dock (the Gear icon).
Select Network.
Select the active connection (Green Dot).
Check the Router section.

Please note that the computer's IP address is IPv4 and the router IP is under the Default Gateway.
There should be a prompt for a username and password to enter the router's setup utility. The following are four commonly used default combinations that players can try. Players who have previously entered the gateway may have setup another combination that they should enter here instead:
Username / Password

admin / password
admin / [blank]
admin / 1234
[blank] / admin

Once players are on the router gateway, they should navigate to the "Security" or "Firewall" section and set any options to Low. These firewalls are additional security to any firewalls installed on a player's computer.
While players are in their router, they should also forward ports that the game uses. On the "Port Forwarding" screen, there should be a button called Add Port Forwarding or Add Service. Press it and enter the port details. Below are the three sets players will want to create:
Set One

Name: ESO Game
Start Port: 24100
End Port: 24131
Protocol: TCP/UDP or "Both"
Server IP: (enter the computer's IP address)
Enable Port Forwarding

Set Two

Name: ESOLobby
Start Port: 24500
End Port: 24507
Protocol: TCP/UDP or "Both"
Server IP: (enter the computer's IP address)
Enable Port Forwarding

Set Three

Name: ESOLobby2
Start Port: 24300
End Port: 24331
Protocol: TCP/UDP or "Both"
Server IP: (enter the computer's IP address)
Enable Port Forwarding

Once the port forwarding is complete, players will want to flush their DNS:
Windows 8:

Press Win+X to open the menu.
Right-click on Command Prompt and select Run as Administrator.
Type ipconfig /flushdns and hit Enter.
If it was successful, players will see the message "Windows IP configuration successfully flushed the DNS Resolver Cache."
Power cycle the router to clear the cache so that it doesn't store the bad route.

Windows 7:

Click on the Start button.
Type cmd in the Start Menu.
Right-click on Command Prompt and select Run as Administrator.
Type "ipconfig /flushdns" and hit Enter.
If it was successful, players will see the message "Windows IP configuration successfully flushed the DNS Resolver Cache."
Power cycle the router to clear the cache so that it doesn't store the bad route.

Windows XP:

Click on the Start button.
On the Start menu, click Run.
Type "ipconfig /flushdns" and hit Enter.
Power cycle the router to clear the cache so that it doesn't store the bad route.

Mac OS X Mountain Lion or Lion:

Open up a Terminal application. It is located in Applications/Utilities/Terminal.
Enter the command: sudo killall -HUP mDNSResponder
Players will be prompted to input their administratorpassword.

Finally, to powercycle a home network, please follow these steps:

Turn off the router by unplugging it. Players who have a modem and router in one device should turn it off and then proceed to step 3.
Turn off the DSL or cable modem for three minutes.
Note: If the modem has one, please remove the backup battery to completely turn off the modem.
Turn off all computers attached to the network.
Turn on the DSL or cable modem first and let it boot. Let it complete its connection to the ISP before proceeding to the next step. Players who have a modem and router in one device should proceed to step 6 after it connects to their ISP.
Once the modem completes the connection to the ISP, plug in the router. Let it complete its power on Test before proceeding to the next step.
Restart the computers.

Once you've tried these things, if the issue still persists, please let us know - and a new copy of your Game Consultant would be invaluable. :)"

The problem is still there.
Please if someone else has this problem. Try to follow these steps given to me by the customer support.
I would also like to know what modem and router that you have. Apparently Comcast and their Arris modem with a router doesn't go well with ESO.
I don't know if this trick is what helped directly after I did all the port forwarding tried to launch the game twice and steam version was giving me that infinity character load in circle bug. Then I went and closed the launcher but then I looked at that steam page and saw clearing out the dns cache and trying it. I want to see if this actually is something that could help make it work better and see if it actually was something that could work help going by what was said on that post. After performing this step I felt the game was far more responsive including the launcher itself as it was loaded in. As I didn't relauch it till after doing this step down below.

Here is what I want people to try and see if it helps you at all.
Go to Command Prompt copy this command ipconfig /flushdns and paste it into the command prompt and hit enter.

What this does is clear the DNS Resolver Cache and looking up dns Resolver Cache flushing on google had this on there.
Your computer records information about the IP addresses you visit while browsing the internet so it can speed up future visits to the same website. ... You can clean out the cache to speed up your internet connection. In tech circles, that's called “flushing your DNS” and it's surprisingly easy.
Since clearing the DNS cache removes all the entries, it deletes any invalid records too and forces your computer to repopulate those addresses the next time you try accessing those websites. These new addresses are taken from the DNS server your network is set up to use.

Well I'm wondering if no one ever does this and doesn't know about it if dns data in their gets corrupted and patch after patch this isn't refreshed I think its supposed to after so long but there could be corruption in the data and if you flush it. This might actually fix some of the issues this game is having.
So that is why I'm making this post and asking people to maybe try this and get back to me on this post and see if it helps. I'm wondering if it could solve a lot of issues so that is why I'm asking players to try it. Just open up command prompt and put this in ipconfig /flushdns and hit enter.

I don't think I've seen the game be this responsive on my end. It seems to be a lot better and I believe Ping is even more stable. I honestly do believe its possible that one trick with the command prompt helped my games responsiveness.
