Perma-quiet for some characters

To start, I already submitted a ticket, the response I got was unhelpful/ irrelevant, so I was instructed to submit a bug report either here or in-game. So here we are.
For a few, but not all, of my characters, the audio seems to be stuck on barely-audible for all sounds. This has nothing to do with in-game chat. I'm talking about music, sound effects, dialogue, everything. Everything is just really, really quiet. For each of these characters, I've gone into settings and turned the audio up all the way for all settings (music, sfx, etc.), but that has had no affect on the sound. It's still so quiet I can barely hear anything.
When I log out of those specific characters, the music and sound effects are perfectly normal. And when I log into other characters, their sound levels are also working just fine. It's just happening with a few specific characters. This has been going on for several weeks, but I didn't bother to submit a ticket because I thought the reinstall would fix it. Alas, it hasn't.
