Reminds me of old days in DAOC when you could 2 shot most from stealth and 1 shot mages from even breaking stealth.

Assuming that the changes do indeed go Live, and further assuming that 1- or 2-shotting competent players from stealth would in fact be a thing - then it's a safe bet that this will promptly cause one (or both) of the following things to happen:

    1. NBs will get nerfed hard (again), or possibly stealth mechanics will get blanket nerfed instead (which would also be a nerf to NB as well).

    And/or:

    2. There would be a whole new dimension of pillow tickle fight tank meta. Because it would be impossible to build for any usable damage without risking getting 1-shotted from stealth in the process.

TL;dr: ganking is a perfectly valid playstyle, as long as there is counterplay to it.
But by definition, there is no counterplay possible against non-telegraphed oneshots (or even 2-shots, if you factor server lag into the equation).
This is also the same reason why the Blade of Woe cannot be used against enemy players, because it would have exactly 0 counterplay.

I would be in favor of using the Blade of Woe on other players under a few set conditions such as when a player has their weapons sheathed and is standing idle for at least 5 seconds, only then would be able to be stabbed.

    How about no.
Killing AFKers is already quite poor form in most situations, as there's 0 skill in killing a player who is totally unable to fight back due to not being in control of their character.

Remember, PvP is not about wanton slaughter, about body count. It's about finesse, function - doing more with less. It is an art.

Besides, noone should have any trouble killing AFKers in PvP in general (should they choose to do so) - unless they are either a no damage zergling, a "wet noodle tank", or a pure healer/support whose LA/HAs are their only source of damage.

Tell that to the Cyrodiil death-zergs.
