The answer is probably no but if I buy a DLC/Chapter on Steam could I still use it for the non Steam version ?

I'm asking as I have money in my Steam Wallet since Xmas and spent 3 months trying to spend it ( I'm a fussy gamer )

    no
and this holds for most things that are sold directly & on steam

1 or other not both or mix'n'match (annoyingly)

I can't say for sure, but I thought I read somewhere that what is bought on Steam only works on the Steam version. Of course I can be wrong, but I wouldn't take the chance. Let's hope for an official answer. :)
Not my quote but I love this saying

"I would pay It for support. But since they choosed we are just numbers and not customers, i dont mind if game and zos goes to oblivion"

You can only buy a DLC on steam if you own the base game on steam.

You can link your account to steam however if that steam acc is already linked to an(other) existing eso account you will automatically buy to that one.

PS: Overall i suggest not buying over steam, if steam has troubles you have them on your eso acc too, in ADDITION to any ZOS troubles. In the past there was already multiple times the case that steam had issues with login to ESO and disconnects.

Buying DLC/Chapters on Steam is only possible if you already have ESO through Steam. You do not get any sort of code which can be redeemed on the stand-alone client.
