Aigym_Hlervu✭✭✭✭✭TES games have been depicting the history of Tamrielic nations. Maormer are not Tamrielics today, so if the devs do not break the tradition, Maormer will not be the ones untill they successfully invade and occupy some Tamrielic lands like it had been done by Nords and Redguards. Orcs were unplayable until TES III, so it's more likely Goblins become playable rather than those Sea Elves do it.
Without Maormer Water Magic is limited to Waterwalking and Waterbreathing spells by the Mages Guild and it seemingly hasn't changed that educational program much within that water aspect since the day of it's foundation. Because it's not the consciousness of men and mer that determines their being, but their social being that determines their consciousness - a large continent, and thus most of the policy defined on land, does not make it's inhabitants research and develop any advanced forms of water manipulation. They just don't need it yet at least.
