I have canceled my sub after 2.5 year and I'm not buying Skyrim. This game is a hot garbage since several months already. Most of my very active friends have left (30 of 51). Many of those who are still playing haven't preordered yet.
It will be a never ending series of updates because that’s how software works.
I disagree with your premise that the game is unplayable. I played it all evening and it was working fine.
There may be elements that aren’t working perfectly, but it’s still possible to spend the evening playing some excellent content with friends and guildies, which is the very definition of working.
If you think there hasn’t been an improvement since Elsweyr, I’d disagree. Group Finder is performing far better than it did late last year when it was genuinely breaking the server. The guild finder no longer crashes the game. So there have been improvements.
The updates will keep on coming until the game is discontinued, which I hope is a long way away.

You did not PvP this evening, else you would not say things are working fine. Even PvE tonight I had a few small rollbacks. Group finder isn't used in PvP either.

I've been PvPing (PC EU) and have no clue what you are talking about. Game runs fine for me.

I PVP on NO CP PC EU and it is utterly ***!
It is unplayable.
My set up is:
Intel® Core™ i7-9750H Processor
RAM: 8 GB / Storage: 1 TB HDD & 256 GB SSD
Graphics: NVIDIA GeForce GTX 1660 Ti 6 GB
I have a wired, fibre optic connection, all ports and firewall exceptions applied.
I have uninstalled all add ons, made no difference so I reinstalled the updated ones.
The skill delay is disgusting I am pressing a skill up to 5 times! Often it cost resource but does nothing.
They have broke the game!
Anyone who claims to PVP with "fine" performance is rather trolling, plays at 3am or works for ZOS.

Same campaign, although my PC is not nearly as up to date and I only have a 16kbps connection.
What can I say, ESO is a mystery to me, too.

I enjoy ESO. I love the PvE content, particularly the Chapters. Morrowind was out when I started, bought that. Pre-ordered Summerset, Elsweyr, and even Greymoor. I pre-rdered Greymoor day 1 it was available. I think the folks responsible for the Chapters are unsung heroes at ZOS and do a tremendous job. I'm happy to pay them for that content.
HOWEVER, they finalized my refund a couple hours ago, for Greymoor. Personally, I wish ZOS would revert some of these combat changes back to some point when the game was semi-playable, call it balanced (even if it aint), and call it a day. It's been a rough year of one mis-step after another with respect to combat. It's all made the game "just not fun anymore." There's nothing to look forward to, nothing to feel except dread...just waiting on the next mistake.
Further, I wish ZOS would stop listening to noobs and scrubs-or more precisley, people who are not playing the game on a high level. No one doing vet trials and dungeons or PvPing at a high level are having much fun at all in the game, the state it's in. It's just not worth my money or much of my time. Cancelled the sub too.
The thing is I LIKE the game. I WANT to play ESO. I wanted to go to Solitude. I'm a Skyrim nerd. WTF! I just feel let down...This game is like fun for casuals, fun for the inexperienced, fun for role-players maybe. Yet, as soon as you get good at the game, as soon as you learn to play and get SERIOUS about some aspect of The Endgame, it all comes apart at the seams.
