Not only that there is a chance rng can pick that item you own. Given The Meridian costume is legendary tier. I think that would be 33 crown gems.
I don't have the outfit, I didn't buy it and not going to now but there is a chance I can get it in the crate. Had I owned the the costume plus the mount there would maybe be a higher chance for rng to pick those. If so I could get like 33/66 gems from that alone. I do own the black smith and tavern maid costumes. If rng was to pick those then I could get 5 and 13 from those and items that are unlocked have a chance to be picked again giving you 5/13/33/132 depending on if you got those rewards previously or already owned them before the release of the crate.
So I think its a good thing they add previously existing items that are retired and put them into the new crate as that does help out when it comes to getting crown gems. I like that they have that because it means that you can get the potential to get more gems that could be used to buy items outright. I'm more into cosmetics and costumes and having the option to buy outright makes the crates not so bad and well there is a chance you can get the items you want from them. Then just covert the junk to get more gems. So the gems make the crown crates not as bad as they could be without the gems.
Owning the costume means you can get a potential 33 gems from that alone. So it is helpful when it comes to buying stuff from the crates.
It's really anti consumer of them to put these items into crates instead of being able to just buy them. I want the undead skin real bad, but I may end up paying 200 euro for it because you don't get many gems. That's unacceptable

Well with 5000 crowns, which I think gives 15 crates, you can get a lot of crown gems from them. Not only repeats of items but also those small 1 or 2 crown gems stack up. Which means you can get the skin and with 15 crates there is a chance you do get the skin. So its not that bad, every crown gem goes towards the goal. Just convert all the junk.

Well 5000 crowns is still about 3 months of sub or very expensive to just buy up front. And then it becomes very expensive for a skin.
I'm just not a gambler
