In short bursts using direct damage skills like Force Pulse and jabs it procs near 100% of the time but once over the duration of a parse/fight it's super unpredictable. I've had 20mil parses where it averaged like 58%. Anyone else having similar issues?

But in a rotation you aren't dealing 5x Direct Damage per second. You are in the spammable phase but then you have to re-cast DoTs, etc. and that is where the buff is likely falling off.
I just SMH at why these non-damaging (e.g. I'm not NOT talking about damage sets like Calurion, Red Mountain, etc.) sets even have a cooldown at all. Keep the 20% chance but allow it to self-refresh when the buff is up in order to increase the uptime.
You would still need to build for it (e.g. use Jabs or Force Pulse) but you wouldn't have "enforced downtime" due to the cooldown and proc duration being the same.

I agree with you but I was just spamming sweeps to test it. Maybe I misunderstand how sweeps work but I thought every hit would be a chance to proc it.
If it’s a 20% chance to proc on any hit, hitting 5 times and only having 60% uptime is astronomically low. I don’t have the binomial table memorized or anything, but odds are you should have better than a 90% uptime unless there’s a hidden cooldown or I’m misunderstanding how sweeps works. The chance of using sweeps twice and getting no proc should be .8^10.
