Were you infected by another player or werewolf mobs? Npc only shows if bitten by the latter.

Hmm, you tried these cities right?

    Evermore, Bangkorai
    Rawl'kha, Reaper's March
    Riften, The Rift

NPC should be near the wayshrines. If they're not then it seems like another bug to add to the list of broken things caused by the "performance patch"..

    Not true.

If you're infected by a player, but leave the shrine without reading the scroll (starting the quest), then Thoreki will show up in her normal places:
(EP) In Riften, on the porch of an officer's house, on the way to the northeastern gate.
(AD) In Rawl 'kha, standing next to the wayshrine.
(DC) In Evermore, standing next to a large statue near the wayshrine by the eastern gate.

    Edit: typo

That's exactly what I tried the first time round and spent hours trying to figure out why the npc wasn't showing for me in all three towns. It only worked when I cured myself and got bitten by werewolf mobs.

I'm not sure if they've recently made a change (because I thought she used to show up in all three places regardless of your character's alliance), but now she only shows up in the location aligned with a specific character's alliance.

I just tried this on three player-bitten characters (one from each alliance), and she is in each place.

    Some clarification:
for EP characters in Riften, it's the porch of Captain Viveka's house on which Thoreki is standing.
for DC, in Evermore (Bangkorai), the statue she is standing next to is inside the eastern gate (the eastern wayshrine is outside the gate).

Well I have the problem the other way around. The NPC keeps showing up as a repeatable quest after me having completed the quest and being a werewolf. I have been a werewolf for two years now on my alt and everytime I stumble upon Thoreki at those places listed. Dunno if this is intended, but I really do not need to redo the quest lol.

    found her. thanks.

so question is, so many things have been broken in this game for years but they keep fixing things that dont need fixed like this, and using block to dismount. They really need to refocus

If it's like the vampire quest then she will only show up at your alliances city, not the other two, because it was never updated for One Tamriel.

It was really annoying for me, my character was bitten by an NPC in Reaper's March but had to go all the way to The Rift to find the NPC and continue the quest.

That’s been the case since years. The repeatable quest has been there for quite some time WWs.

Go talk to the priest who can cure you. Just be VERY specific about what you want cured. You want the canies lupinus cured, NOT the lycanthropy.

I had this with two of my characters. Thoreki kept showing up, even though one of my characters was a maxed ww. Getting the sanies whatsis cured got rid of Thoreki....

Things might have changed; before you had to use the shrine for your faction; EP had to use the Rift, etc. I've given out bites at the Riften shrine for other factions, and its worked.

That happened to me on a few of my characters, who were even fully leveled in the Werewolf skill-line, during the New Life Festival back in 2018, but it went away after the event ended and I haven't had it occur since.
Which, even though it was a bug, made me kinda sad, 'cause Thoreki is one of my favorite NPCs and you don't see her anymore after accepting the quest from her.

I followed it through on one of those characters, just to see what would happen, and it brought me through the whole quest again, even though I already had the skill-line fully leveled.
