Children of Lamae Bal, aka Lamae's Bloodline (in other words the original vampires pretty much)
Have anyone actually got it from npc in recent year? Since those have very limited spawn and are spawnfarmed to extinction by bots/certain guilds.
What I have seen all have gotten it from other players or store.
It's unclear why she took the name Bal but if I had to guess, i think it's because after the events that transpired before and after Molag Bal had his way with her.
