The Enormous Gap Between Hawk Eye Functionality in PVE and PVP

"(WITH A BOW EQUIPPED) Dealing damage with a Light or Heavy Attack increases the damage of your Bow abilities by 5% for 5 seconds, stacking up to 5 times"

The function of the Hawk Eye passive is fine for PVE, where you can build up and use the passive because enemies rarely dodge, break line of sight, or dip in and out of combat. But in PVP... ouch. This passive is REALLY hard to activate and keep active, often resulting in a wasted passive most of the time. ZOS, you need to take a look at this passive. It's 100% fine for the way you built PVE combat, but it doesn't work well and often appears as useless in PVP combat.
