I suppose it's not clear that the NPC is supposed to be in stocks, yet is standing on them. I may have cropped it a bit much. There, fixed it.

Well, it surprised me so much when I ran into it, so it's not a frequent enough occurrence from my perspective. But yes, a bug is a bug, this one just happened to make me spit Diet Coke on my keyboard.

I remember doing a quest in Bergama or something such, the one in Alik'r where you exonerate a law enforcer dude trying to expose some lady in charge. Anyway, he was standing on top of the stocks too. This was months ago but, glad to see this is still a thing. This must be some new kind of cruel punishment. Fall off the stocks and you'll be flogged to death.
