If we cant have a 1h skill line, can we at least use the first 2 weapon only skills in the 1h/shield

skill line without the shield being equipped? We can block and bash already with the 1h weapons even in the 1h/shield skill line. But I dont want to use my shield on some of my characters. It makes no sense at all that we are forced to use a shield to use 2 weapon skills that dont use the shield at all in the first place. Dont tell me i can play my own way if you dont mean it, ya know?
