I am making this thread on behalf of a friend who does not have forum access. They have provided me with screenshots of the issue preventing progression in this zone's story content.
They have also informed me that a number of people were discussing the same issue in the zone chat here.
This is occurring on the PC EU server.
As the title suggests, there is a map marker for the quest, but there is no NPC where they should be, and he appears to be nowhere in the world. As a result it is impossible to begin the dialogue needed to progress the quest. This also renders some achievements as unattainable.

Someone has found a workaround as described here but it means running the quests in a completely different order as opposed to before the Harrowstorm update:
