Launcher Output After Update 25

Since Update 25, the Launcher displays the following image after a pause of a few minutes. I can access and use the Game Options, such as Repair Files. However, I do not know whether any other feature of the Launcher is compromised. Ordinarily, I launch the game client via a Windows desktop "shortcut" icon.

Not that I care about it, but ZOS probably does.

For anyone experiencing this issue in the ESO Launcher where it is stuck on "Could not load news", please go ahead and open a ticket with customer support. Make sure to include details on whether you are using Steam and the region you're in.

Doing that is quite a time-consuming task which requires persistence, patience, and good puzzle-solving skills, since apparently ZOS would really rather not hear about their problems. Suffice it to say that, IMHO, the ZOS Support website is user-hostile.

    Your ticket number is: 200306-004496

They will probably reply that they cannot provide any help because my computer does not meet minimum system requirements. Not that I have looked them up recently -- just an educated guess.

So, fair enough, I suppose. However, it is abundantly clear that the ZOS/Bethesda game software, network and mega-server system does not meet the minimum system requirements for providing a MMORPG worthy of the name The Elder Scrolls Online. It cuts both ways, does it not?

My most recent, and probably final, e-mail reply to Support:
As instructed, I downloaded the Windows Installer (Install_ESO.exe 2.6.3.0) and ran it. The Launcher still behaves exactly as I previously described. However, the "Launcher" file is now 26 GB in size!! Worse, it also erased the previous Launcher executable which I had renamed with a .BAK filename extension as a "backup". ....
Their advice and instructions have made things worse instead of better. As I have remarked to Support previously, the apparent problem is that the Launcher times-out on its connection to the server which sends the most recent "News" announcement. The Firefox browser can access the Newspatcher page and display it.

So that is probably not a problem with the Launcher, unless it is using the wrong URL for the file which it is attempting to download. Else, the time-out is much more likely a problem with the Bethesda network and server.

Please advise: can you offer a URL which I can use to download only the Launcher post-installation executable? It should be one that the Launcher uses to obtain an update of itself when an update is available.
