The delve in Arteaum shows you the results of Mannimarco's tested experiments and what he did with Necromancy. He is regarded as the King of Worms for a reason and he becomes the first Lich in Elder Scrolls lore.
I dont think Mannimarco INVENTED necromancy, or at least I have never seen him credited with or or being implied to have invented it. it's possible though.

You say he is the first Lich but the Dragon Priests and Ayleid Lichs who are thousands of years older then him beg to differ.

Many will say he is weak because what happened to him in ESO but this was his younger years and as most of us know, in Daggerfall he becomes the God of Worms, the Necromancer's Moon. Also keep in mind: Mannimarco was defeated only with the combined forces of the five companions not only the character. Also if Molag Bal hadn't intervened he would have just risen again. I think ZOS did give Mannimarco not enough credit and Oblivion also.
