Yes, for housing items. You have to finish the entire collection of books to be able to purchase the set from vendor to put in your house.
Also yes, because lore.

There are no books in the game locked due to a quest completion.

I have known people who have collected every book that can be collected.

Really? I thought I had read a few posts about that here and there? Was it a thing and is now fixed or am I just bonkers all on my own without ESO?
