I think they said Western Skyrim is not part of the Ebonheart Pact so we can consider this is not an EP Chapter.

The considering every chapter goes to the opposite side of the mapish to the one prior I'm going to say the next chapter will prob be black marsh... and I hate black marsh...

Chapters are alliance-free zones, which is kind of weird when you consider how large they are.
- Vvardenfell is a large chunk of Morrowind, which is a member of EP, yet Vvardenfell isn't part of EP. Huh?
- Summerset is a large chunk of the Summerset Isles, which is a member of AD, yet Summerset isn't part of AD. Huh?
- Northern Elsweyr is a large chunk of Elsweyr, which is a member of AD, yet Northern Elsweyr isn't part of AD. Huh?
- Western Skyrim is a large chunk of Skyrim, which is a member of EP, yet Western Skyrim isn't part of EP. Huh?
And so it goes.
In fact, I guess all DLCs are alliance-free zones. Only the zones which were part of the original game are alliance zones, with the exception of Cyrodiil, which is apparently the only alliance-contested zone-- aside from the various locations in the base zones where one alliance is invading another, but those zones are still part of specific alliances.
Mind you, I'm not picking at this fact, because I think it makes good sense for the game to have all players of all alliances be welcome in all DLC and chapter zones, and it's also a natural follow-through of One Tamriel.
