Abilities not firing - huge delays in Cyrodiil

Why do I often have to tab my buttons 4-5 times to get my abilities to fire? Or to use a door for that matter?
ESO has had skill delay before, usually during laggy conditions, but in the current build it's reached new heights.
The game is so clunky and sluggish even when you fps are good and your latency low.
It also seems that the game has a harder time than ever locating your opponents' hitboxes. Your reticule can be dead centered on them and your abilities light up on your hotbar, but you cannot activate them.
