What happened to that? Why do I now see a new proc set with a huge orange circle when warm colors like that usually signal enemy effects?

Support abilities and sets are usually shown regardless of the setting. Aegis Caller is an example of a set with the new DLC that is hidden by this setting because it only does damage, not support.

As a team, knowing where and when this set is up could be important for group play. It's pretty obvious that the effect of this set doesn't look anything like the solid colour found on enemy aoes. You're aware it isn't, so why are you bothering with the comparison, they look nothing like each other and it's clear why the set isn't hidden.

If its confusing, you can always change the colors of enemy effects. Mine are set to a fairly bright purple that's distinct from any other effect.
