Impossible to play after update, hidden lag

There's a lag after the update, the spells are slow, the bar swap, everything.

I go to pvp, i try to Dizzying Swing someone, it start the animation and stop, 2 times, then after 2sec it dizzy swing the air.

My ping stays the same, but yet things are slow.

Console is already like this.
Update 25 is looking like the game will be completely unplayable for us come the 10th. Not in the hyperbole sense either, but literally.

I guess add-ons may need updating again, especially those related to combat.
