This seems to be an issue with having the skills on different bars (I think). I tested with my magplar.
    • With no major prophecy (through passives, pots, or activated buffs), I have a base 59.9% spell crit on my frontbar.
    • With magelight passive and reflective light activated, both on my front bar, I go to 69.9%.
    • With reflective light activated on backbar, then a swap to front bar with magelight, I drop to 40.9% which is lower than my base spell crit.
This is likely the same as the UI bug: https://forums.elderscrollsonline.com/en/discussion/514528/pc-na-inner-light-spell-crit-bug#latest

I haven't tested it/logged it in an actual combat scenario to check (just popped a reflective light on a poor mudcrab) but that would be my guess?
