Desync and lag

I have felt for a long time that the number of calculations per second that are happening in big fights is creating the lag we all experience. I am starting to wonder, however, if it could be that the more the cumulative clients become unsynchronized with the server, the more the server struggles. I guess I am asking which of those things has more impact. I'm sure they both do, but if ZOS focused more on getting client to server synchronicity would this have more impact? Maybe they are already onto this with the block changes. Thoughts? Especially from anyone with a technical background in this sort of thing.

edit: by lag I am referring more to the ramping up of latency we see when big fights take place.
