Streak/ball of lightning

Since new patch the ball of lightning/streak bug became more and more common. Skill is working randomly, either doesnt go off completely, doenst go off and roots u in place or go off after delay (1-2 sec). Any hope this can be fixed?

I've noticed that it consumes resources and shows animation but you don't go anywhere if you're strafing when you cast it.
