Shornhelm divided broken

I started the Shornhelm divided quest, and I get as far as getting into Fevered Mews and saving two out of the three nobles and I can't get into the ruins (says I can't use that yet) to get to Count Tamerith, which the quest says he's below me in the Fevered Mews. I've abandoned and restarted this twice already and am getting frustrated. Help please.
