Major bug with stam regen - it's not just UI

It's not UI only. I've posted a video. My friend can't cast any stam abilities until he switches bar. This makes tanking impossible.

You can see he has no stam... the stamina bar flashes as he tries to activate a stam ability but it won't let him. He then switches bar and has full stam. This is a major issue and he can't tank harder content.

To add some urgency, htis is a major issue. Tanks literally cannot tank.

Im having the same issue, if my stamina shows as depleted on my end, it wont queue any skills to the server. Only way i found to recover it back is light attacks or anything that influences a ping to the server.

It's a bit concerning they said it was only a UI bug.

I would have thought even a minor investigation into it would have shown them it literally stops stamina recovery. I noticed it immediately when I was affected.

Honestly not surprised ZOS let a block bug slip through after messing with the mechanic so much.
