I was in the new dungeons and I notice that my armour lost durability very fast. I went through all my repair kits and that never happened before. It must be a bug of somekind

Wait...what? So, everytime I open a chest, my cuirass or helmet take damage? Hand in a writ, and my shoes take damage? Experience can't be the way armor takes damage....is it?

Pretty much. Which armor pieces take damage is random, but yea. Experience has been the driving force of armor degradation all along. That and when you die.
I noticed that after a short lap around Murkmire lightly farming mobs my gear went from 100% to 23%. That was way to fast for only killing a handful of alligators and salamanders. I agree with the OP that there might be a new bug.
I'm not dying, fighting mooks and taking minimal damage, and more importantly gaining little by way of experience, but my armor looks like I had just solo'd a dungeon after doing MA.
Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.

I have wrecked entire sets of armor just doing crafting writs on Alts. Took a few weeks.
