I made a new character and well...
The hooded figure doesn't spawn unless you log out to character select and log back in.
@ZOS_GinaBruno @ZOS_SarahHecker think I've found another one that needs looking at. This could be quite problematic for new players.

✭✭✭✭✭Back in the day, she would only spawn in the city in your base Alliance and only after a period of time went by. I liked that as it gave me time to my feet under me.Enjoy the game, life is what you really want to be worried about.

I suppose but this is not sensitive to time. I tried on a couple new characters (oddly enough I rolled a few last night for PvP later) and waited various lengths before logging out.
The objective for speaking to the hooded figure, and thus her spawning, only appeared as the screen faded to log out and character select. They were then to be found after logging back into the zone.
