No, there are no approved addons that automate or script combat. There are 3rd party softwares that do this, and if Zeni catches you using one for gameplay they will suspend or even ban your account.

ok i had no idea macro's in this game we're thought of as cheating. I use em in wow for minor things like my crafting or taking potions ect.. or for emotes (having fun like). i was not implying that i wanted to use for no good in the game.

There are addons you can use for crafting, or to keybind emotes, or to improve the quickslot wheel for potions. You can browse ESOUI.com or use Minion to find what you’re looking for. But combat macros are expressly disallowed.

There are some crafting and emote related add-ons that may fit the bill of what you're looking for. LovelyEmotes I believe gives you a quickslot wheel for emotes.
