Cyrodiil is PvP and PvE (and boy does that cause trouble). Yes there are both skyshards and map achievements.

I would strongly advise you to try to do these before you get to L50 as under 50 PvP is a million miles away from post-50 PvP. I was amazed that my L30 character was able to get all the skyshards, quests and achievements relatively easily, while my achievement character is going to suffer (a lot).
