    This may not be connected to the new client- I've had issues before with steam updating and not recognizing my eso download

    Probabl you're right. It'll take 110 GB to download instead of 60 GB.

    Oh happened to me couple of times when steam fails to verify game files
    For me it was when I shut down pc without exiting eso

    Perhaps wait until the patch on the 25th, so you don't have to delete and download the whole thing for a second time?
