Murkmire quest - Death Hunts

I tried posting this in the bug forum. Couldn't. Forum told to pick a forum to post it in, but under category Bug Reports was greyed out.
This is picked up from a flyer in Lilmoth and leads to the boss kill dailies.

Accepting the DH on one character who hadn't finished the zone storyline led me to an empty spot. Bolu, the delve guy and all the others around them simply weren't there.
According to the wiki and other guides I've read, the delve dailies have no prerequisite.

Came back later after finishing the zone quest - without having dropped DH quest - and everyone was there.
Possibly zone quest completion is necessary for those NPCs to spawn. Possibly it was a map bug like how lore books or chests spawn under ground and just rezoning might have fixed it.
Another character who had finished the main zone quest picked up a boss kill from Bolu first, then the DH quest from the flyer and that led him back to Bolu with some trivial extra dialog which closed DH.
In case it matters, neither of those characters had completed the sadistically tedious 150 Murkmire pre daily achievement, but both had completed the Murkmire prologue quests Ruthless Competition and The Cursed Skull.
