Puncturing Strikes and Scathing Mage

Hi everyone,
I've just been testing Scathing Mage on my Magplar (PVP) and I am not sure it procs as much as it should on Puncturing Strikes. At times I hit the skill 10 times on a training dummy without it proccing even once! When I use it with crushing shock it procs a lot more often. Are there any bugs/issues around this that I am not aware of?
Also, if one of your strikes hits 2 targets (where one is behind the other), does that count as 2 direct damage or just one?
