Massive GPU Spikes Causing FPS Drops?

For the past two weeks or so I've been experiencing large GPU spikes from the ESO client. The spikes take my GPU usage from 30-70% up to 99-100% and gives me a large fps drop for several seconds before returning to normal. This occurs every 1-2 minutes and it has gotten to be rather disruptive. I was wondering if someone may have any insight into what is causing this and how to fix it. I have also updated my graphics driver, so I'm relatively sure that is not the cause of the issue.

My computer's specs are:
CPU: Intel Core i7-7700HQ 2.80GHz
RAM: 16GB
GPU: Nvidia GeForce 1060
OS: Windows 10

Side note: I'm aware that there is going to be a massive performance patch this month (the one that requires us to reinstall the whole game), but I don't think my problem will be solved by it because this issue has only just appeared within the past two weeks. It's not exactly something that has always been an issue and thus in need of patching. Whatever is causing it is recent.

    Na server for me has been weird since Saturday, I never had ping problems. But all of a sudden ping is 999 EVERYWHERE regardless of time.

    Frame rate and performance issues in ESO can be caused by different things as PC setups will vary from player to player. We recommend that you go through our basic troubleshooting listed here. If you've gone through these steps and your performance issues continue, you should then go ahead and open a ticket with customer support. In your ticket make sure to include a game consultant report so our support team can look over your PC specifications.

    SOLUTION: In my situation it appeared that my PC had quite a lot of dust, and its fans were broken, resulting in my GPU overheating and causing those spikes in usage. So if anyone comes across this thread that had the same problem as I did, make sure its not an overheating problem with your GPU.
