Sharpened, or Infused whichever kind of extra damage you prefer. You could do an Infused staff with a weapon damage enchant.
CP2,000 Master Explorer - AvA One Star General - Console Peasant - The Clan

    Sharpened.
NA Server [PC] -- Mostly Ebonheart Pact, Mostly.

I read the title and thought you where asking for a 10th trait and I was going to say NO as I've recently just managed to get all 9 done after 2 years putting it off ( and a load of instant research scrolls )

It depends on the rest of your build... If you have only damage abilities on your front bar and a monster damage set then sharpened is a better choice than nirnhoned.

Sharpened will increase all damage greater than nirnhoned, but not your heals.

If your backbar is a resto staff i would put the WD there along with the infused trait and sharpened/nirn on the frontbar. If your backbar is a S&B then yes, put the WD enchant on the frontbar.
Both traits are good and as @relentless_turnip said, one will increase your damage but not your heals.

I personally would use sharpened over Nirn only if my base pen was coming just from Concentration passive and low CP on Spell Erosion.

Precise is only good if you are going for a crit build.

Also depending on the class and build of course.

If you are already at or near max penetration go with Precise or Infused depending on whether you want more crit or want an enhanced enchant.

If you need the penetration go with Sharpened.

For glyph what I usually do is look at what my build is missing and choose a glyph based on the secondary effect:

Flame damage - burning status effect
    Lightning - Proc’s minor vulnerability
    Ice - Proc’s minor maim
Poison - Proc’s poisoned status effect
    Disease - Proc’s minor defile

    Or

Oblivion - you have no execute
    Prismatic - you’re fighting vampires

With that build you have vulnerability. Up to you, maybe fire or oblivion, if you’re dueling ice for sure. I have no idea if what I do is smart or silly, it’s just what I do.

Looking for any guildies I used to play with:
    Havoc Warhammer - Alair
LoC EQ2 - Mayi and Iskiab
PRX and Tabula Rasa - Rift - Iskiab
Or anyone else I used to play games with in guilds I’ve forgotten

I like that you have a reason for whichever you choose. That's good. You're thinking about the why of what you do.
Of course fire has multiple uses, as do may of the things you mentioned. For example oblivion damage could be good even if you do have a good spamable, as it cant be blocked. In battlegrounds, for example, oblivion might be the diff between winning or losing the battle for that flag, or catching up to someone who runs very fast while you are chasing that chaos ball.

you're reasoning shows that you are looking to balance your skills. Balance might not always be the best option though. Just a little something for you to chew on...

Sharpened would be my first choice for traits if not nirnhooned, given your build is based on spell damage
After careful consideration (and oh! so much deliberation) we have concluded that you circumstance sounds too much like a l2p issue for it to be just a mere coincidence.
