I don't know if anyone suggested this, but it would be an amazing idea if ESO gave this for hardcore PvP fans, I wouldn't mind buying this option if it costed 20k crowns.
They could make it like maple story 2, where you can activate a switch via furniture, and activate WPvP in your home. Straight Up Royal Rumble, and if you want there to be team battle's all you had to do is just party up.

Imagine the cool PvP guild events that could go on in them. Especially since your removing group play from BG's for some reason.

Cmon ZOS Maple story 2 has this, MAPLE STORY 2. How does that game have it first??

    Even just an option to open your house for others to queue for duels would be fun.

    You can already duel in houses, medium and big houses only I think.
